There is no fee for a Wi-Fi base station (no SIM Card)
Policies: Plan also includes manual commands and system synchronization inquiries embedded in the flat fee. Usage policy in place for more than 365 inquires in a year, otherwise no additional charges. Note: Bluetooth commands do not count towards data plan usage.
